Cotswold District Council: Local Plan Consultation

In mid-October 2025, Cotswold District Council (CDC) announced their ‘Cotswold District Council, Local Plan Review, Regulation 18 Consultation, Preferred Options, November 2025’ in response to a national target set by the government to build 1.5 million new homes across the UK by 2029. Within the Cotswold district this requires delivery of 1,036 new homes a year.

As a result, CDC is engaging in an open consultation with stakeholders, including local groups, organisations and communities in the district around plans for the period 2027 to 2043.

The Steadings has been identified by CDC as having opportunity to expand. As a result, Bathurst Development Limited (BDL) – as the landowner and master developer of the existing and already planned neighbourhood of The Steadings – has submitted responses through the CDC Call for Sites process to identify land that could be suitable for further development. 

It is understood the district is under considerable constraints as to where growth can be accommodated due to the National Landscape (previously ANOB) designation, and the extent of existing infrastructure that is available to support any new development.

BDL and The Bathurst Estate will be participating in discussions, led by CDC, on The Local Plan process to help identify feasibility. However, no decisions have yet been made.
