DEVELOPMENT UPDATE

New Homes in Parcel 2A

Homes England’s appointed developer, Keepmoat Homes, is bringing forward 100 new homes. Their Reserved Matters Application (RMA) was submitted to Cotswold District Council in September 2025 and is expected to go to Planning Committee for a decision in early 2026.

In parallel, Homes England, through their agents Montagu Evans, are marketing for sale the next two parcels: 2B and 2C.  Bids are expected by the end of November and a decision is anticipated in early April 2026.

Landscaping Works Within the Second Phase

The landscaping works within this second phase around parcels 2A, 2B and 2C are close to being completed by Whiting Landscapes, this including the northern and southern foot and cycle routes through planted green and open spaces, including an amphitheatre and installation of play and trim trail equipment. These areas will be open to everyone once the house building in the adjoining parcels has safely completed.

The main attenuation pond in the southern country park area is working well to mitigate the flow of surface water – and is also proving attractive to wildlife. A viewing deck has been installed and the slopes are being profiled and prepared for seeding.  The attenuation pond is designed to have permanent water but with the capacity to hold flood water from any storms.

Planning Decision on Employment Area A

Following the planning hearing held in July 2025, the Planning Inspectorate has recently rejected the developer’s appeal to deliver an industrial and warehousing scheme (within planning use classes B2 and B8). The main concerns were about the potential noise impact of the operation of two of the service yards.

The developer has withdrawn and Bathurst Development, as the landowner, has appointed Swindon-based commercial property agents (Whitmarsh Lockhart) to identify new occupiers and prospective developers. This could include considering proposals for alternative schemes and light industrial uses.


Village Square Phase 2

Updated Development Timeline

Summer 2026: Works to start on the extension of the Primary Street through parcel 2D, along with associated landscaping works (subject to planning consent being secured).

Autumn 2026: It is anticipated two developers will start construction on site to bring forward the new homes and the village centre.

Spring 2027: Show homes expected to be open to begin sales enquiries.

INFRASTRUCTURE UPDATE (OFF-SITE)

Footpath Refurbishment East of The Maples

In September 2025, Montel Civil Engineering resurfaced the footpath running between The Maples and The Cranhams towards parcel 2D.

The next phase of work is the planned installation on Cranhams Lane of two additional bus stops and associated dropped kerbs at key junctions.  However, BDL are awaiting on Gloucestershire County Council (GGC) Highways to complete some drainage works, before this planned work can commence.


INFRASTRUCTURE UPDATE (ON-SITE)

Primary Street Extension

The planned next phase of the Primary Street is to extend this through Parcels 2D and 2E to the west (shown as the blue dashed line on the plan). A Reserved Matters Application was submitted in July 2025. And a decision is expected in December 2025.

Subject to Gloucestershire County Council Highways granting formal Technical Approval for the works, construction is expected to start in Summer 2026.

COMMUNITY UPDATE

Community Site Walk

In September 2025, attendees of the Community Liaison Group meetings were invited to a site tour to see progress first hand.

Two groups enjoyed the opportunity to get a sense of the scale of the site, admire the landscaping and planting, and see the position of each parcel of new homes within parcels 2A, 2B and 2C.

Congratulations To Recent Award Winners

Congratulations to HarperCrewe and Barnwood for the awards won during this year. HaperCrewe, who were the house builders in the first phase at The Steadings, were commended and finalists in two categories at the Housebuilder of the Year Awards. And Barnwood, who constructed the new building at Siddington C of E Primary School, were Highly Commended for the Corporate Social Responsibility Award in the SoGlos Gloucestershire Business Awards.

Alongside those involved in work for The Steadings, The Bathurst Estate Cirencester Park won the Rural Business of the Year category at the SoGlos Gloucestershire Business Awards, recognising resilient businesses based in a rural area which continue to adapt and thrive as part of the county’s important rural economy.


Join Our Next Community Liaison Group Meeting

The next Community Liaison Group meeting, open to all within the Cirencester residential and business community, is taking place on Tuesday 17 February at 6pm (you may join either in-person or online).

The quarterly meetings are designed to update local residents, businesses and community groups on progress with the delivery of the new neighbourhood for Cirencester, and provide an opportunity for questions and discussion.

Residents who currently live in The Steadings are very welcome to attend the CLG meetings. Any specific questions relating to their individual properties should be directed to the Community Management Trust. This will ensure the CLG meetings remain focused on the latest site-wide news and updates for the wider community.
